I dont think San Francisco has much of a problem with foreclosure rates. Maybe it is an area of higher wealth, maybe home prices have risen enough to build in some equity for re-fi, and maybe the local economy is stronger than other areas.
Propertyshark never has more than about a dozen current SF foreclosures and I think they list them all...
